針對法院裁決必須合理提供技術授權，不得拒絕競爭對手或與廠商簽訂獨家供應合作，同時必須在未來7年內接受監督的情況，Qualcomm稍早已經提出上訴，而就目前市場看法認為，Qualcomm或許有機會藉由上訴推翻法院裁決結果。 分享 f商品acebook 依照國際法律與經濟中心 (International Center For Law And Economics)主任精選2018熱銷商品Geoffrey Manne的看法認為，雖然北加州地方法院法官高荷惠裁決要求Qualcomm必須合理提供技術授權，同時不得拒絕競爭對手或與廠商簽訂獨家供應合作，以利市場競爭自由，但從Qualcomm立即提出上訴，加上稍早美國國際貿易委員會網購達人送禮 (FTC)成員Christine Wilson建議法院重新考量，避免影響Qualcomm智財權，或許有機會讓Qualcomm成功藉由上訴扭轉裁決結果。. } }); } 雖然單憑一名美國國際貿易委員會成員建議，並不見得能夠改變法院裁決結果，但也意味Qualcomm將會以更俱全準備應對，因此有可能使裁決結果逆轉，進而取得法院訴訟優勢。以目前法院裁決結果，顯然對Qualcomm現有授權模式造成影響，一旦Qualcomm面臨改變現有專利與晶片授權模式，勢必對未來發展產生限定折扣價好物分享不利。在現行Qualcomm授權模式中，合作夥伴不僅必須購買Qualcomm提供晶片，同時也須取得Qualcomm技術授權，否則就會面臨「沒有授權、沒有晶片」局面，加上不少廠商指控Qualcomm以不合理形式要求合作，使得美國國際貿易委員會盯上Qualcomm是否涉及市場壟斷，進而展開調查。《原文刊登於合作媒體mashdigi，聯合新聞網獲授權轉載。》
鍋爐排氣標準加嚴 衝擊產業

環保署日前舉辦「鍋爐空氣污染物排放標準草案研商、公聽會」，與會者大都表達希望延後實施，或不應該全面改用天然氣，若全面改用天然氣可能供應不足或壓力降低，或天災人禍而導致管路不順，都可能影響生產作業及工廠的運作，另由於天然氣的管線淺埋在地下，會不會重演多年前高雄氣爆事件？
業者反應鍋爐主要功能為提供製程所需的蒸氣或熱能，109年加嚴標準幾乎是以改採天然氣鍋爐來訂定，若全面改用天然氣，為了不影響產能根本無法在同一時間長期停車更換所有鍋爐，另也擔憂天然氣供氣管線尚未普及加上供應穩定性仍有疑慮的情況下，應給予3至5年的改善時間甚至還要更久，且由於天然氣主幹管線大多沒經過工廠，請中油先調查評估個別業者及局部區域天然氣用量，才能做天然氣輸送整體規劃，此外若要實施改用天然氣，業者還需配合中油申請開挖道路及埋設管線，工程浩大、申請程序冗長、經費支出龐大，對中油要在2年到4年內完成全面性的天然氣管線埋設考驗很大，與會業者多認為109年7月1日實施根本來不及，業者以中國為例，為減少空污調整能源結構，導致天然氣供應嚴重吃緊，而發生停氣、限氣等狀況，目前我國天然氣幾乎都仰賴進口，需避免類似情形發生而影響業界。
誠然，業界因環保署的天然氣計畫斥資耗時且惟恐影響生產製程而憂慮無可厚非，也有業者指出此計畫只針對中小型鍋爐卻沒將大型鍋爐納入，而大型鍋爐的使用者多為國營事業或大型企業，但台灣是以中小企業為經濟主體，天然氣若供應不順，造成的損失難以估計，甚至可能因而動搖國本，籲請環保署再加以思考。
其實發電方式除了天然氣、燃煤、核能發電外，還有「重油發電」，尤以採用「環保節能重油」更佳，利用環保節能重油發電除了安全性高、易儲存運輸，更重要的是效率高、省下可觀的燃料成本及其排放的汙染量，目前台灣已有業者（如:康美斯）研發完全不添加乳化劑、可節省燃料油達15％∼35％的「均質節能重油設備」，經此設備所生產的重油，在重油含量81.5％加水比例18.5％的情況下，與100％的重油含量比較，其所產生熱值，前者為9,440（cal/g）後者為9,711（cal/g），兩者雖相異無幾但卻可讓廢氣粒狀汙染物大幅降低到50mg/Nm3以下甚至到10mg/Nm3、以既有排放標準來計算，減少氮氧化物（NOx）排放量32％、減少硫氧化物（Sox）排放量46％、節省支出達16.2％遠高於業界標準，在台灣與烏克蘭都已有業者採用並獲致滿意成果。
